Four rates, zero invented indices
You declare how many kilos left and where they went. NAVEO calculates the rates with arithmetic you can check on a calculator.
The formulas, in full

Everything in kilograms, so units never get mixed. NAVEO also checks consistency: if the destinations add up to more than what was generated, it warns you instead of calculating anyway.
Why this and not a "circularity index"
Objective rates
Four simple divisions on data you declared. Anyone can check them. Anyone can compare them across periods.
They are defensible precisely because there is nothing sophisticated about them.
Invent a score
A "circularity index" that weights things by its own criteria sounds good in a pitch and collapses at the first hard question.
If NAVEO ever creates its own indicator, it will be called the NAVEO Indicator, with its formula published, and it will be stated plainly that it is ours.
